The senate advised the consuls but in practice, the consuls would usually always take the advice. The senate also was in charge of the Republic's money and it had the power to remove consuls if they thought they weren't doing a good job at ruling Rome.

The senators were appointed for life, and even though hey weren't paid, the position gave privileges and a better social position.

The Roman senate was the advisory body of the kings during the monarchic period (753-509 BC) and of the consuls (the two annually elected heads of the Republic and the army) during the republican period. During the period of rule by emperors, it was turned into an instrument for the emperor's rule.

The senate was not an elected body. Its members were enrolled by an coffer of state called censor during the republic and by the emperor later. They were selected from members of the aristocracy and the wealthy entrepreneurial elite. During the Republic former officers of state were also given a seat. The senate was not a legislative body. During the Republic initially the consuls proposed bills and they were voted on by the Assembly of the Soldiers. Later the plebeian tribunes submitted bills to the Plebeian Council. However, the senate could issue decrees. In the Mid and Late Republic the senate became the most powerful political body. It supervised the treasurers and it was in charge of the administration of the provinces (the conquered territories).
