From my brief research utilizing Google I was able to gather that it is a combination of B complex vitamins (mainly vitamin E) and zinc that gives kelp its effect on hair. Due to kelp containing iodine it also has a positive effect on the thyroid in reasonable amounts. This is due to iodine's role in the generation of the hormone thyroxin. Thyroxin influences how long hair stays in the dormant state before it re-enters a growth state. However, high levels of thyroxin can cause damage to the thyroid (so don't drink a bottle of iodine thinking that sh!t's gonna make your hair grow).

You can get kelp if your walking down the beach or if you scuba dive you might find some on the ocean floor
Sea otters do not eat kelp but they do live in the kelp forests. They use the deep cover as protection from predators. Sea otters eat the red sea urchin that will destroy a kelp forest if left unchecked.
