IN NEOPAGANISM AND WICCA, This is usually said at the closing of a spell, or ritual, and means "so as I will it, so shall it be done." In other words, it is an affirmation that the object of the speaker's desire will manifest into reality.

However, Paganism and Wiccans have only recently adopted (or stolen) the phrase from Freemasonry. Freemasonry is NOT a religion. The phrase is first recorded in the earliest masonic document known as the Halliwell or Regius Manuscript of the 14th century, and it's meaning is "So may it be" as the ending of prayer similarly to Amen.
