I really like a girl at my school, but it takes a lot of nerve for me to go up to her to talk to her. If she is talking to a friend when I was just about to talk to her, I will sometimes walk around waiting for her to get done. In your situation, if you are not talking to anyone, the guy may just be trying to work up the nerve to talk to you.
As for not commenting on a new dress, he may just be shy and think it is too straight-forward to compliment it. I know this is how it is with me...
