This means that a soldier at the time of war is not allowed to live in an innocent family's home without the house owner's permission to do so.

"No soldier shall in time of peace be quartered in any house, without the consent of the owner, nor in time of war not in a manner to be presrcibed by law."

In the 21st Century few people know what "Quartering" meant. In the 1700's it meant providing food, shelter and sometimes medical care, at the expense of the owner of the house. It also referred to the practice of soldiers collecting food from the occupants of a town at gun, or sword, point. The soldiers had 'first claim' on anything and everthing in the house. There was no payment for the food, shelter or medical care or anything else that the soldiers took. Frequently the family of the house went hungry and had to sleep outside of the house if many soldiers were being quartered in the same house. The Third Amendment says that the U.S. Government is not allowed to do this except in times of extreme emergency, and even then payment for anything taken or used is to be provided when the emergency has passed.
