I believe it is simply an abbreviation for the specification or "Category" that its specifications best satisfy. For instance, CAT 5e (which replaced the ubiquitous CAT 5) refers to the Category 5e specification which is generally four sets of twisted pairs (with some other requirements for far end crosstalk). CAT 6 is a higher standard for for gigibit internet and the like.
