It probably stands for priority channel. Most scanners have a priority function. I have a Yupiteru MVT-7100 scanner, and can set channel 1000 as priority. when I enable the function - it puts a P in the display. I'm guessing it's a similar for your model. Basically the priority function will check the programmed frequency every couple of seconds to see if there's any activity. If there is, it stays on the frequency - if not, it continues scanning.

ok so when your through the dive section of the ship, there should be six rooms. each room you go into you will see a sparkle on the floor. stand next to this sparkle, press a, and you will either find a bit of trash or another room key. keep unlocking the correct rooms with the keys until you get to i think room 6. inside this room you will find the scanner, unless its in the room next to it that is connected by a hole in the wall. hope this helps!
