In any DC generator the causes to fail to produce voltage is loss of residual flux in the field or fields , poor brush contact in the commutator(clean the brushes and commutator) , check all the terminals of the generator and voltmeter may not be functioningand lastly check the coupling and the prime mover is rotating.
By brushes, do you refer to the windshield wiper motor brushes, or the generator brushes? If generator...just replace the generator, or ramp up to an alternator. It is cheaper and a lot less hassle. If windshield wiper...well...that one is possible, but dreadfully difficult. Best to look for a replacement motor. I don't think they make the replacement brushes any longer.

Brushes and bearings are component parts of a generator. The brushes are used to deliver the field voltage to the revolving rotor. The bearings are needed to allow the rotor to revolve. The bearings also maintain alignment to prevent the rotor from dragging on the stator.
