That direction is level when bubble is centered
Within a context, the two may be different, yet the general descriptions are the same. A level surface is measurably level; a horizontal surface simply implies the relative situation for a surface.
A level is a tool that is placed on a solid surface. There is a string hanging on the level, and if it tilts, the surface isn't an even horizontal surface. If the string doesn't tilt, the surface is even.

Answer The older versions had a bubble level built into the base. You adjusted the legs until the bubble was centered. Now with laser surveyors, I'm not sure how this is done.
If the bubble is exactly centered the level is horizontal (or vertical if it is one of those)

A spirit level.
Put the spirit level on a flat surface, check that the bubble is in the middle of the little glass vial. If it is, the machine is level.
Easy -- hold it at the surface that you want to be level. If the bubble in the glass tube stays in the center where the line is, the surface is level. If not, keep adjusting your work until the bubble stays in the middle. When there are 2 glass tubes and the bubble is not in the same place in both what does that mean? You may have to adjust the work in more than one plane, for example front to back and side to side.
To level a surface (a shelf, for instance) a spirit level is placed on the shelf that is fixed at one end only. The free end is lifted until the bubble in the sealed tube is between the two marks. The shelf is now level and can be safely fixed to the wall.
a bubble tube of a level has a sensitivence of 20" per 2 mm division. Find the error in the reading on the staff held at a distance of 100 mm from the level when the bubble is deflected by two division from the centre.
To make sure they have level platforms when hanging a picture on the wall they can use either a traditional level that has a water bubble inside that has to be centered or a laser level that does a red straight line.

When the bubble rest between the marks, what you are checking is level.
