The U S Constitution does not grant ANY power to the States. In the Declaration of Independence Thomas Jefferson wrote "...to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed."

The US Constitution is that "consent of the governed" which grants powers to the Federal Government. The States derive their powers from the same source (the people) but through the instrument of each State Constitution.

Section 1 - Each State to Honor all others

Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

In other words, if you're married in California and move to South Carolina, you're legally married because the "public act" of the certificate must be honored.

States cannot enter into treaties, commerce agreements, war, or discussions with foreign governments without permission of the Federal Government.
