The Federal law will predominate in any conflict. States may enact laws that don't contradict Federal Laws. And there are some laws that the states decide upon, as long as they don't conflict with the US Constitution.
Article 6 states very plainly that "This constitution and the laws made in pursuance thereof .... is the supreme law of the land..." Federal Courts have upheld this as early as 1803, to mean that the order of laws, from top to bottom are: The US Constitution, Federal Laws, State Constitutions, State Laws, Local Laws (municipal laws).
More must be disclosed about the type of law (or case) being asked about. Depending on the situation, federal law usually supersedes state law in most (but not all) circumstances.
