In a 1988 Chevy pickup the ECM is located behind the glovebox.

If you are refering to control of the blower moter, defroster, heater controls, everything related to climate control. It is in the top portion of the central trim section that surrounds the radio, its called the ECM.

You will need the engine size, make model and year of the car, and the VIN of the car as some electronic controls are indicated in the VIN (Vehicle Identification Number). Using this information, an autoparts store worth anything should be able to identify the modual specific to your car. In many cases, due to upgrades and updates to the wireing, moduals can be identified by the wireing harness and plug configuration.

The flasher located under the steering column. It doesn't look like your usual silver flasher. It is a control modual, which looks like an ECM or a rather larger box. If you are having problems with flashers, try checking fuses.
