2 - It's just pure nuttiness seeing as 26 states have joined since Missouri and he doesn't seem to mind them.
3 - It's just pure nuttiness seeing as in a 49-star US flag, the missing state is Hawaii. The US flag had 49 stars from 1959 to 1960, in between Alaska and Hawaii becoming the 49th and 50th states.
