Abe Simpson says it in "The Simpsons" when Marge points out his US flag has only 49 stars. Abe has a hatred of Missouri which is never explained. In the quote itself he is saying he does not recognise Missouri as a valid member state of the USA. Three ways to interpret this joke:-

1 - It's an age-related joke. Objecting to Missouri's validity as a state might have made some sense around 1821 when Missouri joined the USA, as in "Abe's so old he's still cross about Missouri joining the Union".

2 - It's just pure nuttiness seeing as 26 states have joined since Missouri and he doesn't seem to mind them.

3 - It's just pure nuttiness seeing as in a 49-star US flag, the missing state is Hawaii. The US flag had 49 stars from 1959 to 1960, in between Alaska and Hawaii becoming the 49th and 50th states.
