Those arrows show up when an email is reforwarded, and have no meaning other than they are just junk. If you edit the email to clean it up (remove all those email addresses, etc) you can also delete the > characters.
I usually copy the whole message to a new document on my PC, do a replace of > with nothing for the "with" and have it replace all. I've had as many as 200 > deleted this way. Then I take this cleaned up text and paste it into a new email, and send a nice clean message.
You can edit an email message if you reply or forward it - in this new area you can edit, at least I do this often at gmail.

The two little arrows appearing on either side of a phrase or sentence in French indicate that it is being quoted or emphasized. It's similar to using quotation marks or italics in English to draw attention to that specific text.
You must be a jrcybear to be able to do this. When you become one, you go to your inventory and select the little button that has arrows pointing to the backpack. From there, you can do it :)
Carbon arrows are superior for hunting. Aluminum arrows are less expensive, lighter (faster), and if they get bent can be straitened easily. Carbon arrows are a little pricier, but are stronger and penetrate the game better because they can be a little skinnier.

Technically, there is. It's called forwarding. When you receive an email, the icon is a little arrow pointing right. It's now an editable email message. You can add anything under 25 MB, text, and emoticons. Type an address and click send.
