IT mean's a Group organized for government
A civil body politic means that they wanted to establish a government for their colony. They already knew what religion they were going to establish, but in order for all to live peacefully, they wanted to establish a government that would be accepted by all and all would agree to the rules and regulations of the civil authorities.
It is hard to decipher who coined the phrase body politic. It has been used over time. It may have originated in the 1490's and has gone on to mean different things at different times.
