To the general public, they're not - Polar bears only live in the far North where few people live. The people who live in the far North care about them because the tourists the bears bring in maintain their livelihood.

The black bear,as it is found through out most of the country. Grizzly bears are only found in the mountainous western and north western regions.
The brown bear doesn't represent Canada. Animals that represent Canada are the moose, caribou, and the beaver, but not the brown bear. The brown bear more represents the state of Alaska, not so much Canada.
