I have a 1999 Lumina LTZ and the the power steering reservoir was impossible to find. Much like the other components in this monster 3800 engine like the battery hidden under the washer fluid....the power steering reservoir is located underneath the alternator. Be careful that when you remove the cap you don't get debris from the top into the reservoir.
Its a good chance that it doesnt have a power steering reservoir. Around 04 or so GM started using an electric power steering pump. It has pretty much become standard equipment on GM and a lot of Fords now There is a reservoir, its behind the alternator and low in the engine compartment ,it looks like its pretty hard to get to, but it can be seen.
Some vehicles like Honda have filters in them, which cause noises, restrictions and other problems.
Top up you power steering fluid in the reservoir
Check the fluid level in the reservoir of the pump. It sounds like a power steering problem, I hope it's just low on fluid.
The power steering fluid reservoir is up on the passenger side wheel well in the engine bay. Looks like a short fat silver coke can with hoses coming out of it. the power steering reservoir would be to the front left (green casing with black top) this would be you facing the car from under the hood. the hose below it should route you to the power steering pump. it is also recommended to use ATF (Automatic Transmission Fluid) and NOT power steering fluid in the reservoir (from personal and professional experience, it leaks far less)this is what it would look like... but this is NOT the same car, but the part in question looks identical)
This is not a fluid you normally need to change. But if you want to change it then you will have to suck it out of the reservoir with something like a turkey baster.
Are you referring to the pump, the pulley location, or the fluid. The fluid is generally red in color, often confused with automatic transmission fluid. The pulley is attached to the pump. The pump sits below the reservoir. Locate your power steering fluid reservoir (should be noted in owner's manual), and you will have your location for everything related. Good luck.

Right on top of the pump. It looks like a European style cartriage oil filter container. But its actually the fluid reservoir. Choosing the right fluid is the tricky part.
It is a cap about 2" in diameter mounted on top of the power steering fluid reservoir. It will have a very short dip stick on the underside. It may or may not be mounted on the pump itself. Look for the pump and follow the hoses to the reservoir.
