It is the World Crest emblem. All scouting organization that are members of the World Organization of the Scout Movement (WOSM) wear the emblem. Many, but not all, scout associations around the world belong to the WOSM. The BSA used to have requirements to earn the award, but it has now been changed to allow all BSA members to wear it, symbolizing their part in the worldwide movement.
