It's my understanding that when a business references 'Briefcase Time' it means there's an allotted timeframe they've set for themselves before they're expected to look in to something. For instance when you submit documentation that they need to act on and they have 5 days of 'briefcase time' it means they have up to 5 days before it's even looked at.
This is something I've only heard of with Lumen (formerly CenturyLink).
