The basic right in the Third Amendment is that the government cannot force citizens to let soldiers live in their houses. In colonial times, Great Britain forced people to house its soldiers in their homes in order to save it the expense of quartering the troops and as a way of inserting informers into the homes of suspected revolutionaries.
