The answer to your question lies in the remainder of verse 18 and 19 of 2 Kings.

Its the time of punishment for both the ten northern tribes of Israel, but not Judah/ Benjamin.

The king of Assyria who had defeated all the Northern tribes of Israel, came to Jerusalem to destroy the city. Therefor imagine yourself in the city of Jerusalem, standing along the wall (where the defense of the city stood) and having this king who had just defeated all the northern tribes of Israel, make bold and brash statements against Jerusalem and its inhabitants. That situation could be very fearful for those of the city of Jerusalem.

However read Chapter 19 to find out how the King of Assyria fared against Jerusalem which was protected by our Father.

The context of the conversation must be understood before understanding any one verse within that context

2 Kings 18 Verses 1 -8 - Sets the Context of the conversation

Hezekiah the son of Ahaz king of Judah began to reign, he was a good king which followed the word of our Father.

At this point in time (after Solomon) the tribes of Israel were split into two kingdoms

1- Samaria (often called Israel) to the North

2- Judah/Benjamin (often called Judah) to the South

Our Father sent Shalamaneser king of Assyria against Samaria to besiege it (2 kings 18:0)

Understands that this text is talking about the 10 Northern tribes (Samaria) going into captivity to Assyria . However Judah was not to go into captivity to Assyria (Southern tribes).

What happens (2 Kings 19) Verses 1-7

when king Hezekiah heard it, that he rent his clothes, and covered himself with sackcloth, and went into the house of the Lord.

It may be the Lord thy God will hear all the words of Rabshakeh, whom the king of Assyria his master hath sent to reproach the living God; and will reprove the words which the Lord thy God hath heard: wherefore lift up thy prayer for the remnant that are left. So the servants of king Hezekiah came to Isaiah.

And Isaiah said unto them, Thus shall ye say to your master, Thus saith the Lord, Be not afraid of the words which thou hast heard, with which the servants of the king of Assyria have blasphemed me.

Behold, I will send a blast upon him, and he shall hear a rumour, and shall return to his own land; and I will cause him to fall by the sword in his own land.

What happens to the Assyrian? (2 Kings 19), Verses 35-36

And it came to pass that night, that the angel of the Lord went out, and smote in the camp of the Assyrians an hundred fourscore and five thousand (185,000) and when they arose early in the morning, behold, they were all dead corpses. So Sennacherib king of Assyria departed, and went and returned, and dwelt at Nineveh.

The Rabshakeh was taunting those who could hear him and trying to frighten them. It was trash talk He was saying what the men would do to them once they over ran the wall.
