The king of Assyria who had defeated all the Northern tribes of Israel, came to Jerusalem to destroy the city. Therefor imagine yourself in the city of Jerusalem, standing along the wall (where the defense of the city stood) and having this king who had just defeated all the northern tribes of Israel, make bold and brash statements against Jerusalem and its inhabitants. That situation could be very fearful for those of the city of Jerusalem.
