In the days before civil rights, any black man (or woman) who was a shining example of hard work and fortitude was applauded. Unfortunately, just as today, people sought to categorize others on the basis of race, creed, sex, or religion. So "distinguished Negro" was a phrase to "praise" an Afro American person for his/her very real accomplishments. In today's world of cuts and slams, it is the equivalent of perhaps.."pretty fly for a white guy" or "she cleans up real good for a white girl". While it was a compliment, it somehow denoted that even though the person had done amazing things, somehow in another race it would not have been extraordinary.
