If X warrants the use of Y, then X is so bad or so extreme, we had to take Y action; it's kind of a defensive thing, saying "we didn't want to do it, but the situation demanded it." It's most often heard in police reports, as in "the suspect's actions warranted the use of force," but it can be more innocuous than that: the size of the cake warranted the use of dinner plates instead of dessert plates.
