You can, it just asks you to make a username for your google account. I can't remember the exact process, but try singing in with a google account, a gmail account for example. See what happens, make your username, and then you're in. You have to register for YouTube with your Google account.

Go to the round icon in your Google voice account (upper left) and open the menu to settings. Uncheck your forward calls to number box then check the Google chat box instead. What you need to do then is go to your Gmail account first. To the right, click the Call icon in the menu. You will be prompted to install the Google Voice app to your browser. Install and restart you browser. GO back to your Gmail account and try calling your number again. Your computer should start ringing. You need your Gmail account open to hear incoming calls.
