The alcohol numbs your senses, so the shiver reflex is suppressed. It also relaxes your muscles so the vaso-constriction reflex that preserves body heat by reducing blood flow to the extremities is also less effective.
A local lad died in our bus-shelter after drinking too much and falling asleep. It wasn't a particularly cold night, yet the cause of death was hypothermia brought on by alcohol intoxication. Lots of people felt quite guilty that they'd just left him there to 'sleep it off' rather than call an ambulance.
