He freed the slaves with the Emancipation Proclamation that said slaves could no longer be kept in the rebel states, also known as the South. Lincoln freed the slaves to try to keep the North fighting and to force the South back into the United States, Lincoln wanted to send all the slaves to central america because he did not believe whites and blacks should live together, Lincoln also was a slave owner.

The main purpose of issuing the Emancipation Proclamation was international propaganda, as it had no actual effect in either the north or the south as written. It freed no slaves in northern slave states still loyal to the Union and although it declared the slaves to be free in those states then in rebellion against the Union there was no means available to enforce it. Thus all slaves prior to the Emancipation Proclamation still remained in slavery after it. Only after the Civil War was over did Union soldiers have the ability to enforce the Emancipation Proclamation in the south. The slaves in the northern states that did not rebel still remained slaves until the Thirteenth Amendment completely abolished slavery (as the Emancipation Proclamation explicitly left them slaves to prevent having those states rebel too during the Civil War).

Your question doesn't make sense. If you are talking about freeing the slaves in the United States, that was done by Congress and the States with the 13th Amendment. Many people think Abraham Lincoln did that with his "Emancipation Proclamation," but that actually freed no one.
Before the war Lincoln just wanted to stop the spread of slaves, believing states that already had slave should be able to keep their slaves.(that's totaly not cool for some one that wanted to put an end to slavery) During the war, Lincoln at first didn't want his generals to free slaves in the south and only later did so to weaken the Confederacy. Don't be confused and think the Emancipation Proclamation freed all slaves, it only freed slaves in the Confederacy to weaken their defenses. Lincoln said it himself the would continue with slavery, free all the slaves or just free some as long as it preserved the Union.- Demetrice Hanson
