Kennedy approved the Bay of Pigs invasion which had been planned primarily during the Eisenhower Administration. He insisted on changes in the operation, hoping that some of the rebels could escape into the mountains and sustain a long-term insurgency. He repeatedly emphasized to his military advisors that he would not approve direct American military intervention. After a failure to destroy all of Fidel Castro's tiny air force on the ground, the invasion was in immediate trouble. Cuban planes were hammering the invasion force and making reinforcement and resupply impossible. Kennedy was pilloried for refusing to escalate the invasion and send in American air and marine power. In the aftermath of the debacle, he believed that he had been deceived by his advisors and that they believed that he would be forced to approve air strikes despite his earlier insistence that he would not. He came to believe that the operation had been designed to fail so that an American invasion of Cuba could be launched.
