If garbage is not properly disposed of, then not only can it cause a clutter, it can be a health hazard. Garbage harbors parasites, disease carrying rats, among other things.

There is special paint formulated for plastics and no other will adhere. It comes in spray cans. Most good hardware stores have it in the paint dept - look for plastic paint. The paint is call Krylon Fusion For Plastics.
