The two areas you mention were part of Illyria. No emperor added this area to the empire. Illyricum was annexed as a Roman province well before the rule by emperors started. It was annexed in 167 BC when Rome was a republic.

Following the Great Illyrian Revolt of 10 BC, Augustus abolished this province and replaced it with two new provinces: Dalmatia in the south and Pannonia in the north.
