Keeping the example of water-powered mills, the water mill would have to be in a river. If during a drought (per say) the water level of the river dried up or diminished, falling rain would renew it. Of course, water is recycled through the water cycle, so water never diminishes. The form in which the water is in just changes its state of matter.
