Rain will continue falling for a long, long time, so I guess it is. However, I suspect you can't really get much energy from rain. The energy in rain is basically its gravitational potential energy; you can calculate that with the formula PE = mgh (mass x gravity x height); the gravity would be 9.8 in SI units.

No. Rain comes and goes, but it continues to appear. It (rain, or, rather, precipitation) is part of the water cycle. It continues or renews.
