When a heavy wheel hits a bump, it takes more time for the wheel to return to the ground, this translates to less road grip. When a lighter wheel hits a bump, there's less mass so the car's suspension can return the wheel to the road much quicker. This translates to more grip because the wheels spends more time on the road. 2.) When accelerating or braking, the rotating energy of a wheel much be accounted for. A lighter wheel will spin up or slow down faster and with less force. There is a big difference in energy at 100kph between a 10lbs steel wheel versus a 6 lbs alloy wheel especially when considering a passenger car has 4 of these wheels.
