I don't think the existence of the Soviet Union had any real influence on social policy in Western Europe. After WWII there was a swing to the Left in many West European countries, and most of them increased welfare provision. The reasons for this were the result of internal politics.

The one major decision the US made after the Germans began their invasion of the Soviet Union was that President Roosevelt added the Soviet Union to the list of countries that were allowed to participate in the "Lend-Lease Act". The Lend-Lease Act allowed some countries fighting in the war to "borrow" tanks, guns, airplanes, and other military equipment from the US. The assumption is that these countries would either return the equipment after the war, or pay for them later.
