The details concerning the first Sedition Act requires more information to better understand its relevance. The actual events concerning this new law is as follows:
1. There was an undeclared war between the US and France in 1798;
2.Benjamin Franklin Bache, editor of the newspaper called the Aurora, had in 1795 published with no permission the treaty between Great Britain and the US. This treaty had been negotiated on the US side by Secretary John Jay;
3. Bache "got his hands on" a dispatch from Tallyrand concerning this undeclared war with France;
4. Bache appeared to have received it at the same time that the US Secretary of State did;
5. Bache apparently had a copy of this dispatch before President John Adams even knew it existed. Bache published it at once;
6. Bache used the dispatch as evidence that France wanted peace and President Adams wanted war;
7. President Adams was certain that the only way to explain the timing of this stolen secret was that France delivered it to Bache in order to embarrass the President;
8. Adams believed the French, with the help of Bache, was trying to manipulate American public against the war;
9. Bache was arrested for seditious libel under the common law; and
10. The US Congress now saw the need for a Federal statue and passed the now famous Sedition Act to provide a clear statutory basis for future actions against "errant" newspaper editors.

It was more of a social event. This is because Adams limited rights of foreigners, and made it harder for them to become citizens. It also didn't allow for falsely defaming the government. They were acts which excluded foreigners from American society, but also shaped culture by the exclusion. However, it could also be considered political because limiting freedom of speech or press (which the Sedition Acts did) was a commonly Federalist belief.
