This was meant to be a peaceful way of settling the issue, but it had the opposite effect. Voters were intimidated by gangs from both sides, and it was not clear for some time that the people of Kansas were voting for free soil.
The direct result of the 1854 Kansas-Nebraska Act was that it nullified the Missouri Compromise of 1850. Under the leadership of of nationally known Senator Stephen A. Douglas, Congress voted to have settlers in US territories vote on the issue of slavery prior to applying for statehood. This was termed "popular sovereignty". Not long after the so-called "Bleeding Kansas" episode began. This pitted pro and anti slavery voters into an armed and bloody conflict.The 1854 vote was passed in the Senate by 37 to 14, and in the House by 113 to 100.
