A while ago, a popular online comic came up with a visual explanation. It's shows a Baseball field and denotes what areas mean what actions. To date, it is the most concise explanation I have seen.
The generally accepted explanation is that 1st base is kissing (sometimes French). 2nd base is fondling/groping above the waist or over clothing. 3rd base is fondling below
