A mangonel is the perfect example of a torsion engine. The drive provided to this ancient catapult comes from a mass of twisted ropes which create torsion and when released provide the energy required to hurl whatever it is you wish.
Instead of using coil springs on the front suspension torsion bars are used from the lower control arms to the frame ( my 1995 Ford Explorer 4x4 has torsion bars , my dads 73 Dodge Coronet had torsion bars ) If you look at a lower front suspension that has torsion bars you will see the torsion bars going from the lower control arms rearward

The torsion bars are used in place of the front coil springs. So if you mean removing them and driving it around like that.....YES.
