Arms races were underway, particularly between Germany and the UK, and an intricate system of alliances developed in an effort to deter a large scale continental war. The assassination of Archduke Ferdinand provided the spark that actually started the war, but it is believed by many that even if the assassination didn't occur some other incident would have caused the war.
