Because people did not want to fight any more. By 1917, thousands of soldiers deserted the army and back in home all the workers and peasants were starting a rebellion. They were seriously unsatisfied with the authocratic rule of the tsar (NicholasI) and wanted to end the war. In February 1917 riots broke out and thousands of workers went on strike, even the soldiers joined the revolt. Tsar Nicholas gave up his throne and a temporary government was set up. It was weak and did not save people from the war, so in October, another revolution broke out It was led by Lenin, and it was a socialist revolution. The Bolsheviks (the supporters of Lenin) signed the Treaty of Brest-Litovsk in March, 1918, but the negotiations started in December 1917. It ended the war for the Russians at last. There were 12 million people mobilised, 1.7 million killed, almost 5 million wounded, and 2.5 million soldiers missing. That means Russia had about 9 million casualties in the war.
