B. They were good statesmen in that they saved money and lives by negotiating with some difficult enemies. For example, Augustus negotiated the return of Roman legion battle standards. He could have attacked Parthia but his common sense told him it was not wise to do so.
C. In many cases they granted Roman citizenship to conquered peoples. They made being part of the empire a beneficial thing for their former enemies. They also tried to recruit their warriors into helping the legions gain more territory.
