That is an incredibly broad question but I think I may be able to help.
First thing you need to think about is space. That may be the most limiting factor. Remember that if you live in an apartment, you may have weight limitations or even if you are thinking of putting a tank on the second floor of your home.
Once you've figured out the size, this may determine what type of fish you end up getting. As a rule of thumb, be it cold water-fresh/salt or tropical fresh/saltwater, the larger the tank, the easier to maintain.
So to finally answer your question, buy the largest tank you can afford that fits in your space. Remember that a larger tank will have to have bigger, stronger pumps and filters as well as lighting. Perhaps starting out with what tank to purchase, a better question may be to figure out how much money can you afford to spend. Remember that a fresh water tank is incredibly easier to keep and much, much less expensive than a saltwater tank. If you insist on a saltwater tank, remember that a reef tank is much, much harder to keep up than a fish only tank.
If you are a totally new into the hobby, I strongly suggest getting a 20 gallon tank for a tropical Freshwater Fish. It's not a gold fish bowl and it's not a beta 'cup' and can tell you if you are a fish person without spending too much money.
