After Union victories at Gettysburg and Vicksburg, President Lincoln sought to take control of southeastern Tennessee. To Lincoln's dismay, Rosencrans did not press an attack on Chattanooga. Finally, after more pressure from Lincoln, Rosencrans took a better course.
