Congress has the power of legislative oversight, which allows it to check on how the executive branch is administering the law. Executive, legislative, and judicial are the three branches of the U.S. government.

The three branches of government are the Legislative, Executive, and Judicial Branches. The Legislative Branch's basic function is to make laws for the common good of the People. The basic function of the Legislative Branch is to enforce those laws. The Judicial Branch's basic function is to judge whether laws are unconstitutional, if not found Constitutional, they are not passed.
A legislative liaison responds to inquiries from Congress into the function and quality of executive departments. This individual is responsible for informing congressional members, aids and committees about the effectiveness and efficiency of the departments operations.
A president is an executive officer. He is responsible for enacting and enforcing laws, however he does not write bills. That is a legislative function.
