The Federalists responded with the strict laws to protect the nation's security. In 1798 they passed a group of measures known as the Alien and Sedition Acts.
The term "aliens" in the Alien and Sedition Acts referred to non-citizens, particularly those from countries deemed to be a threat to national security. These acts were a series of laws passed by the United States Congress in 1798 under President John Adams during a period of heightened tensions with France. The laws targeted immigrants from France and other foreign countries, allowing the government greater power to deport or imprison them if they were suspected of subversive activities.

In the summer of 1798, the United States was close to war with France. Many members of the Federalist Party, including President John Adams and Federalist leaders in Congress, not only believed that their Democratic-Republican opponents were pro-French, but that their vocal opposition to administration policies was dangerous to the country's security. Therefore, to silence (as well as to weaken) the Democratic-Republican party, Congressional Federalists passed four statutes which are collectively known as the Alien and Sedition Acts.
