Fuse 8 and 10 under Dash. Fuse 18 under hood. Also check the Brake pressure switch found above the Brake Light switch. It should be normally closed until 125 psi is applied. It overrides the "Cruse control On" status.

All the controls on the steering wheel are ran through the cruise control. By not plugging the cruise back up, you will not have a horn, radio controls, etc...
