No. There is not a "fuse" for the wipers. There is, however, a "circuit breaker" located in the fuse box under the the driver's side of the dash. Part # D9AZ 14526C.

I was looking at the 2008 Ford Crown Victoria Owner Guide and it shows : In the Power Distribution Box ( which is " live " ) located in the engine compartment near the battery ( # 107 is a 40 amp cartridge fuse for the Rear Defroster Relay Feed )
In a 1997 Ford Crown Victoria : Fuse ( # 16 ) is a 20 amp fuse for the cigarette lighter
