If your scanner won't read then you need to check the cigarette lighter fuse. It is probley blown.
According to the Owner Guide , fuse # 3 is a 20 amp fuse for the OBD II scan tool connection and cigarette lighter on a 2002 Ford Expedition
the connection for the obd is in the fuse box located underneath wheel on the driver side.
The OBD II fuse is located on the passenger's side valve cover. Most drivers access it so that they can light up their cigars.
Mini fuse # 41 is a 20 amp fuse for the OBD II diagnostic connector and the cigarette lighter according to the 2004 Lincoln Navigator Owner Guide
