It's a 20 amp mini fuse #37 in the fuse panel under the hood on the passenger side fender well. It is labeled "Parking" in the fuse diagram, and if blown will cause you to have no dash lights and no rear running lights.
Very aggravating problem with a simple answer thanks to my wife! First, you must have the time showing in the instrument cluster of your dashboard (the digital display in the center of the dash showing the odomoter, temperature, etc.). If the time is not showing in the instrument cluster, then look/feel for a small button labelled 'BC' on the end of the turn signal indicator lever. Push this button to scroll through the options for the instrument cluster and stop when the time is displayed. With the time showing in the instrument cluster, twist and hold the right knob on the instrument cluster until the time starts to change. You can twist it forward or backwards depending on which way you want to set the time. This sets the time in both the instrument cluster and the radio.
I asked the question, now I'll answer it (thanks to Tom at Jordan Ford for his help): Disconnect the battery to prevent the airbag from possibly activating. Remove two screws from top of instrument panel cover, then pull it straight toward you and remove it. Then remove four screws that hold the instrument cluster in place. Pull the loose cluster rearward enough to access and unplug three wire harness connectors. Remove the instrument cluster. Lamp sockets can be removed by turning counterclockwise about 90 degrees. Light bulbs can be pulled straight out of the socket and replaced. They are an Auto Parts Store item.

It will have to be reprogrammed by the Ford dealership. ---------------------------------------- This is the intermittent odometer problem, which is very common is 1999 - 2003 F-series pickups (F150, F250, F350), as well as the Expedition and Explorer for the same years. There is no need to spend $600 or more replacing your instrument cluster. You can easily repair this problem yourself in about an hour. There is a lot of information about the problem and a detailed repair manual at http://www.odometer-repair.com. Thanks for the update as it is greatly appreciated.
