Contrary to previous answers, it is not Carbon Dioxide.
It did use to be, when foam extinguishers were first invented: they relied on a reaction between sodium bicarbonate and aluminum sulphate, which produced carbon dioxide to fill the soap solution with bubbles. This reaction was quite slow and not very effective in producing stable foam, so it was discontinued in the 1960's.
Nowadays, in both portable extinguishers and fixed firefighting equipment, the gas used is simply air: a detergent solution is passed through a special nozzle which aerates it, producing bubbles of detergent filled with air. Note that, contrary to popular belief, foam doesn't "smother" a fire (e.g. exclude air), it forms a film trapping vapours from the burning substance and stopping them reaching the flame zone; this is why air is a suitable medium.
Note that, even in the earlier foam extinguishers, CO2 played only a minor role in extinguising, according to the UK Manual of Firemanship.
